Narrative:

On radar vector by bwi (or washington) departure control on 280 degree heading, assigned at approximately XX35Z. Told to climb from 4000 ft to 10000 ft MSL. At 5000 ft MSL was told to maintain 4000 ft due to traffic at 10 O'clock and 5000 ft. I immediately descended to 4000 ft. At about 4700 ft, got a TA but no RA. Had visual on conflicting aircraft as soon as it was called out by ATC and maintained visual throughout the maneuver. Do not know if other aircraft saw or had TA/RA. At XX40Z, another controller (maybe ZDC -- I am not sure which) told us to climb to 17000 ft. As I passed 16000 ft he said to level at 16000 ft. Went to 16200 ft before able to return to 16000 ft. It was a busy day in washington. Told to call ATC. Called ATC and gave him the above descriptions. Our passenger did not complain or may not have even known of the problems. Maybe our aircraft climbs too fast for the computer or maybe they (ATC) just need more experience with this aircraft. I do not know.
