Narrative:

Flight departed sgj after a 3 hour wait for VFR minimums at crg. FSS reported crg at 700 ft and 2 mi visibility. WX at sgj was VFR. As I approached crg I tried to get an SVFR into the class D. I was denied by tower and told to call approach for an IFR into crg. During vectoring and subsequent turns for radar identify (my transponder happened to be inoperative) I inadvertently penetrated the class D prior to clearance. I was then vectored for the ILS runway 34 and flew through the final approach course as my navigation never picked up the localizer. After being vectored for a second ILS, I was able to pick up the localizer for a successful localizer approach. In the future I will allot more distance for an IFR clearance, particularly if the WX is low.

Title: PLT OF AN SEL SMA INADVERTENTLY PENETRATED CLASS D AIRSPACE PRIOR TO OBTAINING APCH CLRNC. RPTR SUBSEQUENTLY OVERSHOT FINAL LOC COURSE AND WAS VECTORED FOR ANOTHER APCH WHICH WAS SUCCESSFUL.

I WAS DENIED BY TWR AND TOLD TO CALL APCH FOR AN IFR INTO CRG. DURING VECTORING AND SUBSEQUENT TURNS FOR RADAR IDENT (MY XPONDER HAPPENED TO BE INOP) I INADVERTENTLY PENETRATED THE CLASS D PRIOR TO CLRNC. I WAS THEN VECTORED FOR THE ILS RWY 34 AND FLEW THROUGH THE FINAL APCH COURSE AS MY NAV NEVER PICKED UP THE LOC. AFTER BEING VECTORED FOR A SECOND ILS, I WAS ABLE TO PICK UP THE LOC FOR A SUCCESSFUL LOC APCH. IN THE FUTURE I WILL ALLOT MORE DISTANCE FOR AN IFR CLRNC, PARTICULARLY IF THE WX IS LOW.
