Narrative:

While operating on the cedar creek arrival, I was trying to call company for in range information. While I was on communication #2, the first officer (who was PF) was monitoring communication #1. We were issued a clearance from 5000 ft to 4000 ft. The first officer read back the clearance but did not comply. As I was returning to communication #1 we were issued a clearance to 'expedite to 4000 ft and a tight right turn to 350 degrees to intercept the runway 35R localizer.' as I was reading the clearance back, we received a 'traffic, traffic' advisory from TCASII. I immediately took the controls to comply with the clearance. The traffic was on the runway 35C localizer at 5000 ft. No other conflicts (traffic) were issued from TCASII or ATC.

Title: FO OF AN EMBRAER 120 FAILED TO START DSCNT TO THE LOWER ASSIGNED ALT RESULTING IN A TCASII AND THE CAPT TAKING OVER THE CTLS TO EXPEDITE THE DSCNT.

Narrative: WHILE OPERATING ON THE CEDAR CREEK ARR, I WAS TRYING TO CALL COMPANY FOR IN RANGE INFO. WHILE I WAS ON COM #2, THE FO (WHO WAS PF) WAS MONITORING COM #1. WE WERE ISSUED A CLRNC FROM 5000 FT TO 4000 FT. THE FO READ BACK THE CLRNC BUT DID NOT COMPLY. AS I WAS RETURNING TO COM #1 WE WERE ISSUED A CLRNC TO 'EXPEDITE TO 4000 FT AND A TIGHT R TURN TO 350 DEGS TO INTERCEPT THE RWY 35R LOC.' AS I WAS READING THE CLRNC BACK, WE RECEIVED A 'TFC, TFC' ADVISORY FROM TCASII. I IMMEDIATELY TOOK THE CTLS TO COMPLY WITH THE CLRNC. THE TFC WAS ON THE RWY 35C LOC AT 5000 FT. NO OTHER CONFLICTS (TFC) WERE ISSUED FROM TCASII OR ATC.
