Narrative:
Oceana long range radar has been displaying ghost targets in and near warning areas 72 and 122. They appear to be spillouts and have the potential to startle a controller into taking abrupt action to avoid a collision, endangering the aircraft and passenger. FAA management continually ignores this threat.

Title: ZDC RADAR CTLR PERCEIVES POTENTIAL OF COLLISION WITH ACFT ERRONEOUSLY EXITING WARNING AREAS 72 AND 122 AND CONFLICTING WITH OTHER CTLED TFC.
Narrative: OCEANA LONG RANGE RADAR HAS BEEN DISPLAYING GHOST TARGETS IN AND NEAR WARNING AREAS 72 AND 122. THEY APPEAR TO BE SPILLOUTS AND HAVE THE POTENTIAL TO STARTLE A CTLR INTO TAKING ABRUPT ACTION TO AVOID A COLLISION, ENDANGERING THE ACFT AND PAX. FAA MGMNT CONTINUALLY IGNORES THIS THREAT.
