ARTCC radar controller issued a descent clearance to an IFR cga or private aircraft. A cga LR35 pilot on the frequency thought that the clearance was for them and began descent. The mistake was not caught until the LR35 descended through the altitude of a DH8 resulting in less than standard separation.

Narrative:

Cga X read back a clearance that was issued to another aircraft. This caused a loss of separation between cga X and air carrier Y. Immediate action was taken by myself to establish separation after cga X descended below the intended assigned altitude. Traffic was issued to both aircraft promptly.
