Narrative:

I received a call from captain on air carrier jul/sat/98, ord-yyc. He relayed that ATC canada advised him that he was filed on FMS STAR-third-arrival and his aircraft was not FMS equipped. I called navigation data to correct the problem and discovered that several routes both out of dfw and ord to yyc had this STAR and were not restr to FMS equipped aircraft. Further investigation revealed that several aircraft were filed on this route. I looked through the commercial manuals on the desk and the surrounding desks and could not find the STAR page that states that prior authority/authorized is required for to conduct that STAR. It appears that no safeguards exist that would keep this from occurring again. Mr XXX at navigation data changed the idented routes to restr MD80's from calculating on that STAR.

Title: ACR PLT CONTACTED HIS DISPATCHER TO NOTIFY HIM THAT HIS COMPANY FILED A ROUTING UTILIZING AN RNAV ARR. THIS WAS ILLEGAL, AS THE ACFT WAS NOT EQUIPPED WITH THE NECESSARY NAV EQUIP.

Narrative: I RECEIVED A CALL FROM CAPT ON ACR JUL/SAT/98, ORD-YYC. HE RELAYED THAT ATC CANADA ADVISED HIM THAT HE WAS FILED ON FMS STAR-THIRD-ARR AND HIS ACFT WAS NOT FMS EQUIPPED. I CALLED NAV DATA TO CORRECT THE PROB AND DISCOVERED THAT SEVERAL ROUTES BOTH OUT OF DFW AND ORD TO YYC HAD THIS STAR AND WERE NOT RESTR TO FMS EQUIPPED ACFT. FURTHER INVESTIGATION REVEALED THAT SEVERAL ACFT WERE FILED ON THIS RTE. I LOOKED THROUGH THE COMMERCIAL MANUALS ON THE DESK AND THE SURROUNDING DESKS AND COULD NOT FIND THE STAR PAGE THAT STATES THAT PRIOR AUTH IS REQUIRED FOR TO CONDUCT THAT STAR. IT APPEARS THAT NO SAFEGUARDS EXIST THAT WOULD KEEP THIS FROM OCCURRING AGAIN. MR XXX AT NAV DATA CHANGED THE IDENTED ROUTES TO RESTR MD80'S FROM CALCULATING ON THAT STAR.
