Narrative:

Approaching minks arriving lga, ATIS said expect runway 31 expressway visual. We were all set up for the expressway 31 visual. Approaching minks, approach control said intercept localizer runway 4. We thought he now wanted us to land on runway 4. After intercepting localizer runway 4, approach control said cleared expressway 31 visual. We completed and went to tower. Unsure of our exact position and what approach control really wanted, we requested and received help from lga tower and flew visual to runway 31 with no problem. Note: the flight following us arriving from mia apparently had the same confusion. We were on final when we heard lga tower vector them off 4 localizer for the visual 31. Expressway 31 visual 19-2 does say use ilga for course guidance, however, when approach control clears an aircraft to intercept 4 localizer, he should say intercept 4 localizer for the expressway visual 31. I think using the ilga localizer course instead of lga 225 degree radial is changed from the last trip to lga.

Title: AN F100 FO IS CONFUSED AS TO APCH PARAMETERS WHEN THE APCH CTLR IN N90 CLRS THE FLT TO INTERCEPT THE RWY 4 LOC COURSE FOR THE EXPRESSWAY VISUAL APCH. THOUGHT CTLR WAS CHANGING RWYS FROM RWY 31 TO RWY 4.

WE THOUGHT HE NOW WANTED US TO LAND ON RWY 4. AFTER INTERCEPTING LOC RWY 4, APCH CTL SAID CLRED EXPRESSWAY 31 VISUAL. WE COMPLETED AND WENT TO TWR. UNSURE OF OUR EXACT POS AND WHAT APCH CTL REALLY WANTED, WE REQUESTED AND RECEIVED HELP FROM LGA TWR AND FLEW VISUAL TO RWY 31 WITH NO PROB. NOTE: THE FLT FOLLOWING US ARRIVING FROM MIA APPARENTLY HAD THE SAME CONFUSION. WE WERE ON FINAL WHEN WE HEARD LGA TWR VECTOR THEM OFF 4 LOC FOR THE VISUAL 31. EXPRESSWAY 31 VISUAL 19-2 DOES SAY USE ILGA FOR COURSE GUIDANCE, HOWEVER, WHEN APCH CTL CLRS AN ACFT TO INTERCEPT 4 LOC, HE SHOULD SAY INTERCEPT 4 LOC FOR THE EXPRESSWAY VISUAL 31. I THINK USING THE ILGA LOC COURSE INSTEAD OF LGA 225 DEG RADIAL IS CHANGED FROM THE LAST TRIP TO LGA.
