Narrative:

This tower constantly creates unsafe situation with close conflicts with intersecting runways and close departures from same runways. Way too many gars at last second. Good operating practice and common sense have given way to maximum takeoffs and lndgs per hour. Please come and observe flight operations on a clear day (more like an air show). Dca is where it will happen.
