Narrative:
Cruising level at 4000 ft en route IFR mvy to owd. Communications/bos approach. We heard, 'turn right to 090 degrees, descend to 3000 ft.' I responded 'aircraft xx descending to 3000 ft.' we roll out on 090 degrees and see a commuter aircraft just below us, dead ahead. I believe there was a miscom.
