Narrative:

In reference to panama city, fl. While abeam of runway 23, I had understood the controller's instructions to make a left turn to be lined up with runway 23. I repeated the instructions back to the controller and then proceeded to turn left for landing on runway 23. On landing rollout, an airplane departed on runway 32 to the left and in front of me. I was unaware of a plane departing on runway 32. After parking the airplane, the controller asked me to come up to the tower. I cooperated and went to the tower to see what he wanted. The controller stated that I had not been cleared to land on runway 23. During my conversation with the controller, I requested that I be able to listen to the tape in order to make an analysis and to determine if I had clearance to land on runway 23. The controller refused, stating that he would not take the time and that he was busy and did not have the time. This was the first time that I had flown into this airport. The aircraft departing on runway 32, passed with an adequate and safe distance and altitude from my aircraft.

Title: PA32 PLT LANDED ON XING RWY WITHOUT ATC CLRNC WITH ANOTHER ACFT DEPARTING FROM OTHER INTERSECTING RWY.

Narrative: IN REF TO PANAMA CITY, FL. WHILE ABEAM OF RWY 23, I HAD UNDERSTOOD THE CTLR'S INSTRUCTIONS TO MAKE A L TURN TO BE LINED UP WITH RWY 23. I REPEATED THE INSTRUCTIONS BACK TO THE CTLR AND THEN PROCEEDED TO TURN L FOR LNDG ON RWY 23. ON LNDG ROLLOUT, AN AIRPLANE DEPARTED ON RWY 32 TO THE L AND IN FRONT OF ME. I WAS UNAWARE OF A PLANE DEPARTING ON RWY 32. AFTER PARKING THE AIRPLANE, THE CTLR ASKED ME TO COME UP TO THE TWR. I COOPERATED AND WENT TO THE TWR TO SEE WHAT HE WANTED. THE CTLR STATED THAT I HAD NOT BEEN CLRED TO LAND ON RWY 23. DURING MY CONVERSATION WITH THE CTLR, I REQUESTED THAT I BE ABLE TO LISTEN TO THE TAPE IN ORDER TO MAKE AN ANALYSIS AND TO DETERMINE IF I HAD CLRNC TO LAND ON RWY 23. THE CTLR REFUSED, STATING THAT HE WOULD NOT TAKE THE TIME AND THAT HE WAS BUSY AND DID NOT HAVE THE TIME. THIS WAS THE FIRST TIME THAT I HAD FLOWN INTO THIS ARPT. THE ACFT DEPARTING ON RWY 32, PASSED WITH AN ADEQUATE AND SAFE DISTANCE AND ALT FROM MY ACFT.
