Narrative:

Cleared for ILS runway 28R approach to sfo, when slowing to configure, flaps would not come down, locked at flaps 1 degree, slats/no flaps. Received clearance to 3000 ft MSL and took vectors for another approach. Procedures were accomplished and an emergency landing declared. Flew another ILS runway 28R sfo. Approach and landing uneventful. Emergency terminated. ATC, when notified of problem, was professional and very helpful. Even though flight was late, crew had long day, late at night, company training proved invaluable.

ATC, WHEN NOTIFIED OF PROB, WAS PROFESSIONAL AND VERY HELPFUL. EVEN THOUGH FLT WAS LATE, CREW HAD LONG DAY, LATE AT NIGHT, COMPANY TRAINING PROVED INVALUABLE.
