Narrative:

Crossing runway operation runways 14 and 18. I had multiple aircraft in the touch and go pattern on runway 18. Runway 14 had a UH60 blackhawk helicopter in touch and go pattern, to hold short runway 18 on each pattern. On one landing, a C12 landed on runway 18 for taxi back for departure. Instead of crossing runway 14, the C12 made a right turn on runway 14, as the UH60 was touching down on runway 14. The aircraft were head to head with 2000 ft separation between them. Luckily, the aircraft landing on runway 14 was a helicopter and had almost come to a halt on the runway. On the previous pattern, the C12 had been instructed to turn on runway 32 followed by a right turn on the parallel taxiway for runway 18. He must have assumed that it was approved for subsequent lndgs, but I would think a pilot of a large twin would know to never turn on a runway unless instructed to do so.

Title: A MIL C12 TURNED OFF HIS LNDG RWY ONTO ANOTHER ACTIVE RWY AS A UH60 WAS LNDG ON THAT RWY. UH60 WAS ABLE TO STOP 2000 FT AWAY FROM THE C12 WHO DID NOT HAVE CLRNC TO TAXI ON THE RWY.

ON ONE LNDG, A C12 LANDED ON RWY 18 FOR TAXI BACK FOR DEP. INSTEAD OF XING RWY 14, THE C12 MADE A R TURN ON RWY 14, AS THE UH60 WAS TOUCHING DOWN ON RWY 14. THE ACFT WERE HEAD TO HEAD WITH 2000 FT SEPARATION BTWN THEM. LUCKILY, THE ACFT LNDG ON RWY 14 WAS A HELI AND HAD ALMOST COME TO A HALT ON THE RWY. ON THE PREVIOUS PATTERN, THE C12 HAD BEEN INSTRUCTED TO TURN ON RWY 32 FOLLOWED BY A R TURN ON THE PARALLEL TXWY FOR RWY 18. HE MUST HAVE ASSUMED THAT IT WAS APPROVED FOR SUBSEQUENT LNDGS, BUT I WOULD THINK A PLT OF A LARGE TWIN WOULD KNOW TO NEVER TURN ON A RWY UNLESS INSTRUCTED TO DO SO.
