Narrative:

Aircraft #1 was being vectored by approach and was told to expect ILS runway 17L at dfw. Aircraft #1 did not receive clearance to intercept the localizer runway 17L or clearance for the approach, ie, ILS runway 17L. No clearance for the approach was acknowledged by aircraft #1. Consequently, aircraft #1 flew through the final course inbound for ILS runway 17L at dfw. Aircraft #1 soon afterwards (10 seconds) had a conflict with aircraft #2. Aircraft #1 was heading 250 degrees and aircraft #2 was heading approximately 160 degrees to intercept on another approach ILS, runway unknown. Aircraft #1 received an RA and descended 300 ft to 3700 ft MSL and turned right to 360 degrees. The heading of 360 degrees was assigned by approach, the descent was initiated by aircraft #1. Aircraft #2 remained on course and at 4100 ft MSL as displayed on aircraft #1 TCASII display. Approach control stated that aircraft #1 had previously been cleared to intercept the localizer runway 17L at 4000 ft and was cleared for ILS runway 17L at dfw. Neither crew man of aircraft #1 heard or acknowledged such a clearance. The TCASII proved vital in avoiding a midair.

Narrative: ACFT #1 WAS BEING VECTORED BY APCH AND WAS TOLD TO EXPECT ILS RWY 17L AT DFW. ACFT #1 DID NOT RECEIVE CLRNC TO INTERCEPT THE LOC RWY 17L OR CLRNC FOR THE APCH, IE, ILS RWY 17L. NO CLRNC FOR THE APCH WAS ACKNOWLEDGED BY ACFT #1. CONSEQUENTLY, ACFT #1 FLEW THROUGH THE FINAL COURSE INBOUND FOR ILS RWY 17L AT DFW. ACFT #1 SOON AFTERWARDS (10 SECONDS) HAD A CONFLICT WITH ACFT #2. ACFT #1 WAS HDG 250 DEGS AND ACFT #2 WAS HDG APPROX 160 DEGS TO INTERCEPT ON ANOTHER APCH ILS, RWY UNKNOWN. APCH CTL STATED THAT ACFT #1 HAD PREVIOUSLY BEEN CLRED TO INTERCEPT THE LOC RWY 17L AT 4000 FT AND WAS CLRED FOR ILS RWY 17L AT DFW. NEITHER CREW MAN OF ACFT #1 HEARD OR ACKNOWLEDGED SUCH A CLRNC. THE TCASII PROVED VITAL IN AVOIDING A MIDAIR.
