Narrative:

Arrived at gate for departure that was delayed for over 2 hours account of blizzard like conditions earlier causing inbound aircraft to be late. Was met at aircraft by FAA inspector. He informed me he was conducting a ramp inspection and was specifically observing cargo loading, carry-on bag stowage prior to door closing and deicing procedures. First officer went out to do walkaround and informed the deicing crew that the FAA was watching them for correct procedures. Since we rushed to get the flight out quickly, I did not review the procedures like I would have had there been more time. At the completion of deicing the deice personnel got on the headset, and using all the correct phraseology, informed me we had been deiced using type 1 and type 4, and that the aircraft was clean. As we commenced pushback, FAA inspector approached the deicing supervisor, they spoke briefly, then the supervisor had the pushback discontinued. F100 operating manual conditionals section, under environmental pages, ground to cockpit communications, there is a note that 'the captain should ensure that the deicer also states that the visual and physical fuel check of the wing leading edge and upper wing surfaces was accomplished.' since the deicer had failed to do this inspection, the inspector had the pushback discontinued until it was completed. I failed to have this done due to an oversight on my part. Subsequent discussion with deicing crew on next leg out of ord revealed that the deice crew would not normally do this inspection unless requested by the flight crew. This was my oversight.

Title: AN ACR FK10 FLC FORGOT TO OBTAIN A WING ROOT ICING RPT FROM THE DEICING TEAM. AN FAA INSPECTOR CORRECTED THE DEICING TEAM AND THE FLC.

SINCE WE RUSHED TO GET THE FLT OUT QUICKLY, I DID NOT REVIEW THE PROCS LIKE I WOULD HAVE HAD THERE BEEN MORE TIME. AT THE COMPLETION OF DEICING THE DEICE PERSONNEL GOT ON THE HEADSET, AND USING ALL THE CORRECT PHRASEOLOGY, INFORMED ME WE HAD BEEN DEICED USING TYPE 1 AND TYPE 4, AND THAT THE ACFT WAS CLEAN. AS WE COMMENCED PUSHBACK, FAA INSPECTOR APCHED THE DEICING SUPVR, THEY SPOKE BRIEFLY, THEN THE SUPVR HAD THE PUSHBACK DISCONTINUED. F100 OPERATING MANUAL CONDITIONALS SECTION, UNDER ENVIRONMENTAL PAGES, GND TO COCKPIT COMS, THERE IS A NOTE THAT 'THE CAPT SHOULD ENSURE THAT THE DEICER ALSO STATES THAT THE VISUAL AND PHYSICAL FUEL CHK OF THE WING LEADING EDGE AND UPPER WING SURFACES WAS ACCOMPLISHED.' SINCE THE DEICER HAD FAILED TO DO THIS INSPECTION, THE INSPECTOR HAD THE PUSHBACK DISCONTINUED UNTIL IT WAS COMPLETED. I FAILED TO HAVE THIS DONE DUE TO AN OVERSIGHT ON MY PART. SUBSEQUENT DISCUSSION WITH DEICING CREW ON NEXT LEG OUT OF ORD REVEALED THAT THE DEICE CREW WOULD NOT NORMALLY DO THIS INSPECTION UNLESS REQUESTED BY THE FLC. THIS WAS MY OVERSIGHT.
