Narrative:

An air carrier had landed and was cleared to taxi to the ramp which included crossing an active runway. A C172 was cleared to land on the conflicting runway and subsequently landed as the air carrier was crossing the runway. No 'go around' was issued because there was room for the cessna to safely land and hold short of the intersection, if necessary (which it wasn't). This problem occurred due to combined ground and local functions, and lack of appropriate attention due to non ATC distractions in the cabin attendant.

Title: TWR CTLR WORKING COMBINED POS OP CLRED AN ACR ACFT TO CROSS A PARALLEL RWY WHILE A C172 WAS LNDG AND ON ROLLOUT.

Narrative: AN ACR HAD LANDED AND WAS CLRED TO TAXI TO THE RAMP WHICH INCLUDED XING AN ACTIVE RWY. A C172 WAS CLRED TO LAND ON THE CONFLICTING RWY AND SUBSEQUENTLY LANDED AS THE ACR WAS XING THE RWY. NO 'GAR' WAS ISSUED BECAUSE THERE WAS ROOM FOR THE CESSNA TO SAFELY LAND AND HOLD SHORT OF THE INTXN, IF NECESSARY (WHICH IT WASN'T). THIS PROB OCCURRED DUE TO COMBINED GND AND LCL FUNCTIONS, AND LACK OF APPROPRIATE ATTN DUE TO NON ATC DISTRACTIONS IN THE CAB.
