Narrative:
While working in the control tower on mar/wed/96, traffic became heavy around XA00 am. Local control and ground were combined. The problem occurred when I issued control instructions out of sequence. Aircraft #1 was on landing rollout and I believed at taxi speed. Aircraft #2 was located downfield at intersection N5. I issued 'taxi into position and hold' to aircraft #2 with the intention of crossing other traffic downfield. While scanning back at aircraft #1, I realized my mistake and issued control instructions to aircraft #1 to hold short of intersection N5. Aircraft #1 observed aircraft #2 crossing the hold bar and about to enter the runway and applied braking to avoid the conflict. Contributing factor: local control and ground control should have been split.

Title: TWR CTLR WORKING A COMBINED POS OP OF LCL GND CTL CLRED A TAMPICO INTO POS ON THE ACTIVE RWY AT INTXN N5 PRIOR TO THE LNDG CESSNA 402 BEING STOPPED OR SLOWED TO A DECENT TAXI SPD. RPTR ISSUED IMMEDIATE INSTRUCTIONS TO THE CESSNA TO STOP BEFORE INTXN N5.
Narrative: WHILE WORKING IN THE CTL TWR ON MAR/WED/96, TFC BECAME HVY AROUND XA00 AM. LCL CTL AND GND WERE COMBINED. THE PROB OCCURRED WHEN I ISSUED CTL INSTRUCTIONS OUT OF SEQUENCE. ACFT #1 WAS ON LNDG ROLLOUT AND I BELIEVED AT TAXI SPD. ACFT #2 WAS LOCATED DOWNFIELD AT INTXN N5. I ISSUED 'TAXI INTO POS AND HOLD' TO ACFT #2 WITH THE INTENTION OF XING OTHER TFC DOWNFIELD. WHILE SCANNING BACK AT ACFT #1, I REALIZED MY MISTAKE AND ISSUED CTL INSTRUCTIONS TO ACFT #1 TO HOLD SHORT OF INTXN N5. ACFT #1 OBSERVED ACFT #2 XING THE HOLD BAR AND ABOUT TO ENTER THE RWY AND APPLIED BRAKING TO AVOID THE CONFLICT. CONTRIBUTING FACTOR: LCL CTL AND GND CTL SHOULD HAVE BEEN SPLIT.
