Narrative:

MO20, was en route through fmy approach airspace, northbound. At the time the sector was very busy. When I had the time, I checked my flight progress strips and noticed I still had the strip on the MO20, and did not see the aircraft on the radar scope. I called several times with no response. With the volume of traffic which was northbound, I believed the aircraft was handed off and switched. However, the aircraft had an electrical failure, and lost his transponder and radio.
