Narrative:

Air carrier X departed runway 1 at cak with a turn to heading 320 degrees. The pilot made 1 call to departure when airborne. The radar controller was busy and did not hear air carrier X call. The transponder on the airplane was not turned on. The pilot then flew another 30 mi before making a second call. By this time the aircraft was in the cle TCA. I coordinated with cle radar, handed off air carrier X to cle and told the radar controller what heading and frequency to put him on. The frequency congestion stopped well before air carrier X called the second time. The pilot could have called sooner and prevented a possible dangerous situation from developing.

Title: FLT CREW FAILED TO ESTABLISH COM WITH DEP CTL AND TURN TRANSPONDER ON. PLT DEVIATION. CAK APCH ENTERED CLE APCH AIRSPACE WITHOUT COORD. OPERATIONAL DEVIATION.

Narrative: ACR X DEPARTED RWY 1 AT CAK WITH A TURN TO HDG 320 DEGS. THE PLT MADE 1 CALL TO DEP WHEN AIRBORNE. THE RADAR CTLR WAS BUSY AND DID NOT HEAR ACR X CALL. THE XPONDER ON THE AIRPLANE WAS NOT TURNED ON. THE PLT THEN FLEW ANOTHER 30 MI BEFORE MAKING A SECOND CALL. BY THIS TIME THE ACFT WAS IN THE CLE TCA. I COORDINATED WITH CLE RADAR, HANDED OFF ACR X TO CLE AND TOLD THE RADAR CTLR WHAT HDG AND FREQ TO PUT HIM ON. THE FREQ CONGESTION STOPPED WELL BEFORE ACR X CALLED THE SECOND TIME. THE PLT COULD HAVE CALLED SOONER AND PREVENTED A POSSIBLE DANGEROUS SITUATION FROM DEVELOPING.
