Narrative:

Pilot of C550 cleared for visual approach runway 13R at dal. Pilot of T45 on vector for ILS runway 13L at 4000 ft. Pilot of C550 crosses runway 13R final and states he is 'making a 270 degree.' I instruct pilot of C550 to level and issue descent to pilot of T45. C550 is vectored to follow T45. This problem was caused by a pilot initiated turn across parallel final with simultaneous visual/instrument approachs in progress. Pilots should never fly across their final onto the parallel final. This is a dangerous maneuver.
