Narrative:

Improper maintenance activity. Maintenance was to defer and wire open a fuel xfeed valve. However, it was actually wired closed. The mechanics, as part of the procedure, remove power and control to this valve. If prior to that, we could've tested the xfeed, we would have noticed the improper closing of valve. Time was a factor as this maintenance was delaying our departure.

Title: A B727 WITH A FUEL XFEED VALVE INOP WAS DEFERRED IMPROPERLY WITH THE VALVE SAFETY WIRED TO THE CLOSED POS.

Narrative: IMPROPER MAINT ACTIVITY. MAINT WAS TO DEFER AND WIRE OPEN A FUEL XFEED VALVE. HOWEVER, IT WAS ACTUALLY WIRED CLOSED. THE MECHS, AS PART OF THE PROC, REMOVE PWR AND CTL TO THIS VALVE. IF PRIOR TO THAT, WE COULD'VE TESTED THE XFEED, WE WOULD HAVE NOTICED THE IMPROPER CLOSING OF VALVE. TIME WAS A FACTOR AS THIS MAINT WAS DELAYING OUR DEP.
