Narrative:

Flight was already fueled per flight plan and in compliance with airworthiness directive 29.19.15 with 5400 pounds of fuel in the center tank. Then center tank fuel quantity went inoperative. Have letter which says we can no longer apply MEL xxy. Applied MEL XXX and showed 5400 pounds as unusable and part of the zero fuel weight with concurrence of captain/dispatcher and maintenance coordinator.

Title: ACFT WAS DISPATCHED WITH INOP CTR FUEL QUANTITY GAUGE BUT ACR PROC REQUIRES A MINIMUM FUEL OF 5400 LBS IN THE TANK. RPTR DISPATCHER SAYS THAT IT IS ACCEPTABLE TO HAVE THE INOP GAUGE IF CAPT, DISPATCHER AND MAINT ARE IN AGREEMENT.
