Narrative:

I was cleared to land runway 22R and was asked if I could hold short of runway 31C. I replied that I could. Mdw tower asked for an acknowledgement upon landing for hold short. I replied upon rollout that I was 'holding short.' mdw tower then had an air carrier on short final to runway 31C go around. Mdw tower then called and asked why I had not called holding short. I replied that I had called 'holding short.' mdw ground later said that my transmission may have been blocked due to high activity. At those times when communication activity is high, it may be advisable to not have lahso in effect, if an acknowledgement is required.

Title: PLT OF MOONEY 20J RESPONDS TO LAHSO REQUEST FROM TWR BUT IS NOT HEARD DUE TO BLOCKED FREQ AND HIGH COM ACTIVITY. THIS FORCES A GAR OF B737.

Narrative: I WAS CLRED TO LAND RWY 22R AND WAS ASKED IF I COULD HOLD SHORT OF RWY 31C. I REPLIED THAT I COULD. MDW TWR ASKED FOR AN ACKNOWLEDGEMENT UPON LNDG FOR HOLD SHORT. I REPLIED UPON ROLLOUT THAT I WAS 'HOLDING SHORT.' MDW TWR THEN HAD AN ACR ON SHORT FINAL TO RWY 31C GAR. MDW TWR THEN CALLED AND ASKED WHY I HAD NOT CALLED HOLDING SHORT. I REPLIED THAT I HAD CALLED 'HOLDING SHORT.' MDW GND LATER SAID THAT MY XMISSION MAY HAVE BEEN BLOCKED DUE TO HIGH ACTIVITY. AT THOSE TIMES WHEN COM ACTIVITY IS HIGH, IT MAY BE ADVISABLE TO NOT HAVE LAHSO IN EFFECT, IF AN ACKNOWLEDGEMENT IS REQUIRED.
