Narrative:

After departing from pocatello, we were wbound on victor 500 climbing up to 8500 ft MSL. Our area of operation was clear with scattered clouds and layers approximately 60 mi ahead. We had just leveled off and were preparing to set cruise power. I (captain, PNF) was observing the outside air temperature gauge while the first officer (PF) was heads in, preparing to set power. We both glanced out and observed the piper archer directly ahead, traveling from our slight left to center. My first officer immediately dove the airplane to increase the separation. We passed without further incident. Upon landing we made contact with the pilot of that aircraft who advised that he was on a cross country with a student. They weren't on the airway, but rather were following ground points and were watching the ground. This was a case of a momentary lapse of 4 sets of eyes being out and observing on an otherwise clear VFR day. We are reviewing company policy on our selected altitude of operations for that area.

Narrative: AFTER DEPARTING FROM POCATELLO, WE WERE WBOUND ON VICTOR 500 CLBING UP TO 8500 FT MSL. OUR AREA OF OP WAS CLR WITH SCATTERED CLOUDS AND LAYERS APPROX 60 MI AHEAD. WE HAD JUST LEVELED OFF AND WERE PREPARING TO SET CRUISE PWR. I (CAPT, PNF) WAS OBSERVING THE OUTSIDE AIR TEMP GAUGE WHILE THE FO (PF) WAS HEADS IN, PREPARING TO SET PWR. WE BOTH GLANCED OUT AND OBSERVED THE PIPER ARCHER DIRECTLY AHEAD, TRAVELING FROM OUR SLIGHT L TO CTR. MY FO IMMEDIATELY DOVE THE AIRPLANE TO INCREASE THE SEPARATION. WE PASSED WITHOUT FURTHER INCIDENT. UPON LNDG WE MADE CONTACT WITH THE PLT OF THAT ACFT WHO ADVISED THAT HE WAS ON A XCOUNTRY WITH A STUDENT. THEY WEREN'T ON THE AIRWAY, BUT RATHER WERE FOLLOWING GND POINTS AND WERE WATCHING THE GND. THIS WAS A CASE OF A MOMENTARY LAPSE OF 4 SETS OF EYES BEING OUT AND OBSERVING ON AN OTHERWISE CLR VFR DAY.
