The sector reaches capacity and there is no help from supervisor or tmu to help alleviate the sector saturation. Special note -- sector was being worked by 1 person when it should have been 2 people working the position. According to the ZLA sector 06 rdp density chart sector 06 went red, at the map at XX01Z. Sector 6 stayed red until XX25Z. Sector 6 went 4 aircraft over the map. Sector 6 stayed at or above the map for a 22 min period. According to faah 7210.3M section 7-1 monitor alert parameter (map) establishes a numerical trigger value to provide notification to facility personnel, through the ma function of the etms, that sector/airport efficiency may be degraded during specific periods of time. Sector 06's map value is set at 13 aircraft. At 13 aircraft sector 06's efficiency became degraded. At 4 aircraft over the map, sector 06's ability to provide air traffic services in a safe environment became highly degraded. Why was sector 06 allowed to stay in a red condition? The faah 7210.3 chapter 19, section 7-3c note -- tm initiatives should be primarily for those time frames when the map value will be equaled or exceeded for a sustained period of time (usually greater than 5 mins). The non-compliance with faah 7210.3M and the inaction of the supervisor and tmu helped contribute to the degradation of sector 06. This is unsafe and unacceptable.
