Narrative:

On IFR clearance to practice ILS approachs into racine, 10 mi visibility, ceiling 1300-1500 ft AGL. Safety pilot on board. 'Cleared for missed approach, enter controled airspace, heading 180 degrees, climb to 2600 ft.' runway 4 missed approach at 250 ft calls for climb to 2000 ft then right turn to hold at OM. Controled airspace is 700 ft AGL or 450 ft above missed approach altitude. Airport elevation is 670 ft MSL. 1) it is not possible to follow the published miss and comply with the 'enter controled airspace heading 180 degrees.' 2) it is not possible (or safe) to commence turn at missed approach and complete turn prior to entering controled airspace. The controller was busy, and by the time I had come to conclusions #1 and #2 above, we were at the missed approach point. I elected to fly the published missed approach in the confusion. At the time of miss, we were on unicom frequency and were directed to contact approach on the miss, which we did. Now that I'm aware of the problem it won't happen again in racine. We were directed to switch to unicom prior to reaching the OM. At that point in time I would ask for clarification.
