Narrative:

Both company mia-uio flight arrived nearly the same time in uio. My flight was on final approach runway 35 with a 12 KT tailwind. Another aircraft, a DC10, was on short final runway 17. Continuous light occasional moderate turbulence in terminal area due winds. ATC requested our other flight (flight Z) to a 360 degree heading, thinking he was us. Flight Z was confused as this would put him in the rocks. The other flight (Z) was starting approach over qit VOR. Ensuing chaos was very undesirable as flight Z argued with ATC, we could not land due to DC10 and on account of turbulence on our second approach. ATC was totally screwed up with the 2 call signs for quite a while. Eventually we all landed ok, but...this captain believes tailwind lndgs at uio are far more hazardous in some WX conditions than making a visual approach to runway 17. It's dumb to tie the hands of a pilot with silly policies like this. Dumb. Yee-hah...more south american adventures next week.

Title: AN ACR B757 FLC HAD TO MAKE AN INST APCH TO RWY 35 WITH A 12 KT TAILWIND DUE TO A COMPANY POLICY. WHILE ON FINAL APCH ANOTHER ACR, A DC10, WAS ON FINAL APCH TO RWY 17. THE APCH CTLR, APPARENTLY, ATTEMPTED TO HAVE THE RPTR DO A 360 DEG TURN TO DELAY, BUT HE USED A COMPANY ACFT'S CALL SIGN. THE RPTR MADE A GAR AND THE OTHER COMPANY FLC REFUSED TO MAKE THE DELAY TURN DUE TO TERRAIN CLRNC CONCERNS.
