Narrative:

We were operating an air carrier flight from bos to abe at 14000 ft when ZNY gave us a descent to 13000 ft. I thought he gave us 12000 ft and set 12000 ft in the altitude selector. The first officer answered him correctly, but I think he was getting allentown approach plates out and missed checking my altitude. At 12500 ft center said we should be at 13000 ft, so we climbed back up to 13000 ft. I think part of the problem was center's radio, which was scratchy and he was also busy, which could have contributed to my misunderstanding the altitude.

Title: AN ACR MDT FLC DSNDED BELOW THEIR ASSIGNED ALT. AN ALERT CTLR WARNED THEM OF THEIR OVERSHOT ALT AND THEY RETURNED TO THE PROPER ALT.

Narrative: WE WERE OPERATING AN ACR FLT FROM BOS TO ABE AT 14000 FT WHEN ZNY GAVE US A DSCNT TO 13000 FT. I THOUGHT HE GAVE US 12000 FT AND SET 12000 FT IN THE ALT SELECTOR. THE FO ANSWERED HIM CORRECTLY, BUT I THINK HE WAS GETTING ALLENTOWN APCH PLATES OUT AND MISSED CHKING MY ALT. AT 12500 FT CTR SAID WE SHOULD BE AT 13000 FT, SO WE CLBED BACK UP TO 13000 FT. I THINK PART OF THE PROB WAS CTR'S RADIO, WHICH WAS SCRATCHY AND HE WAS ALSO BUSY, WHICH COULD HAVE CONTRIBUTED TO MY MISUNDERSTANDING THE ALT.
