Narrative:

Busted altitude. I was told to climb to 4000 ft. I was trying to trim plane and level plane at 4000 ft. Lost my scan. Turbulence and windshear caused plane to rise suddenly as I was leveling nose. ATC asked what altitude I was at. I told him 4600 ft. He said I was to be at 4000 ft and I'm now in radar contact, climb to 8000 ft. I could have avoided this if I had not lost my concentration on my scan. This was my first altitude bust in 15 yrs. With further thinking, I could have avoided all this if I had gotten a clearance void time.

Title: PA23 PLT LOSES CTL FOR A MOMENT DURING AN UPDRAFT ENCOUNTER AND TURB. ACFT GOES ABOVE ASSIGNED ALT BEFORE CTLR CALLS. RPTR REGAINS CTL OF ACFT AND GETS A NEW ALT ASSIGNMENT. RPTR BRIEFLY REFERS TO HIS NOT GETTING A CLRNC VOID TIME AS BEING CONTRIBUTORY TO EVENT.
