Narrative:

Ground control issued us a taxi to runway 19, hold short runway 10. I simply forgot to hold short and crossed an active runway (runway 10). A DC8 was just touching down as I crossed the other side. It wasn't even close but I realized my mistake immediately. The FAA was conducting an evaluation at the time. They are pursuing certificate action. I don't know how this could have happened. If unsure of clearance I've always confirmed or had my first officer confirm. We both missed it. It was a breakdown in CRM. Supplemental information from acn 363998: I called for taxi clearance and to the best of my knowledge was told to taxi to runway '19' with no hold short instructions. The controller did however give WX advisories. As we approached runway '10' the captain began to slow. I told him to continue to runway '19.' he continued, and according to the controller, we crossed an active runway without clearance. We were not in a hurry and we could have easily stopped and asked for clarification. I cannot say why we didn't do that. I think that after having received the same clearance many times before, maybe I mistook a previous day's clearance for today, however, I am not totally convinced that the ground controller gave us a taxi to and hold short clearance. I have not heard the tape. I understand that the FAA tower was being evaluated at the time and maybe there was a contributing factor in whether we were given a taxi and hold short clearance.

Title: COMMUTER BE02 CROSSED AN ACTIVE RWY WITHOUT CLRNC WHILE AN ACR CARGO DC8 WAS LNDG.

Narrative: GND CTL ISSUED US A TAXI TO RWY 19, HOLD SHORT RWY 10. I SIMPLY FORGOT TO HOLD SHORT AND CROSSED AN ACTIVE RWY (RWY 10). A DC8 WAS JUST TOUCHING DOWN AS I CROSSED THE OTHER SIDE. IT WASN'T EVEN CLOSE BUT I REALIZED MY MISTAKE IMMEDIATELY. THE FAA WAS CONDUCTING AN EVALUATION AT THE TIME. THEY ARE PURSUING CERTIFICATE ACTION. I DON'T KNOW HOW THIS COULD HAVE HAPPENED. IF UNSURE OF CLRNC I'VE ALWAYS CONFIRMED OR HAD MY FO CONFIRM. WE BOTH MISSED IT. IT WAS A BREAKDOWN IN CRM. WE WERE NOT IN A HURRY AND WE COULD HAVE EASILY STOPPED AND ASKED FOR CLARIFICATION. I CANNOT SAY WHY WE DIDN'T DO THAT. I THINK THAT AFTER HAVING RECEIVED THE SAME CLRNC MANY TIMES BEFORE, MAYBE I MISTOOK A PREVIOUS DAY'S CLRNC FOR TODAY, HOWEVER, I AM NOT TOTALLY CONVINCED THAT THE GND CTLR GAVE US A TAXI TO AND HOLD SHORT CLRNC. I HAVE NOT HEARD THE TAPE. I UNDERSTAND THAT THE FAA TWR WAS BEING EVALUATED AT THE TIME AND MAYBE THERE WAS A CONTRIBUTING FACTOR IN WHETHER WE WERE GIVEN A TAXI AND HOLD SHORT CLRNC.
