Air carrier Y overflt at FL330 south of bli direct to 4600N-13000W. Air carrier X on normal routing bangr direct hanry climbing to FL310, handed off to vancouver center. Per LOA, vancouver climbed aircraft to a higher altitude. 5 NM was lost.
