Narrative:

I was working the arrival position combined at Q (south arrival), when ZAB, sector 39, attempted to handoff aircraft X on the fossl arrival. Aircraft X was approximately 6 mi behind aircraft Y with approximately a 90 KT overtake. Aircraft Y was level at 12000 ft and aircraft X was descending out of approximately 14000 ft for 12000 ft. I did not take the handoff on aircraft X because I was not comfortable with the overtake at the same altitude. It appeared that flight X was 4-5 mi behind aircraft Y when ZAB sector 39 called me for the handoff. I stated that I ws not taking it. Sector 39 turned aircraft X north to leave P50 airspace.

Title: P50 CTLR ADVISES ZAB CTLR AT P50 BOUNDARY THAT HE WILL NOT TAKE HDOF, REQUIRING ZAB TO RESEQUENCE THE SECOND ACFT.

ACFT Y WAS LEVEL AT 12000 FT AND ACFT X WAS DSNDING OUT OF APPROX 14000 FT FOR 12000 FT. I DID NOT TAKE THE HDOF ON ACFT X BECAUSE I WAS NOT COMFORTABLE WITH THE OVERTAKE AT THE SAME ALT. IT APPEARED THAT FLT X WAS 4-5 MI BEHIND ACFT Y WHEN ZAB SECTOR 39 CALLED ME FOR THE HDOF. I STATED THAT I WS NOT TAKING IT. SECTOR 39 TURNED ACFT X N TO LEAVE P50 AIRSPACE.
