Narrative:
Very busy arrival to runway 5R localizer cle. I was given a second approach frequency while I was doing an approach checklist. Right before I switched we got a TCASII RA 'climb climb'. While I was still on the first frequency I called approach immediately and told them we were climbing. He was upset because I had not switched frequencys.

Narrative: VERY BUSY ARR TO RWY 5R LOC CLE. I WAS GIVEN A SECOND APCH FREQ WHILE I WAS DOING AN APCH CHKLIST. RIGHT BEFORE I SWITCHED WE GOT A TCASII RA 'CLB CLB'. WHILE I WAS STILL ON THE FIRST FREQ I CALLED APCH IMMEDIATELY AND TOLD THEM WE WERE CLBING. HE WAS UPSET BECAUSE I HAD NOT SWITCHED FREQS.
