Narrative:

On descent into bwi on the ott 3 arrival, washington approach kept us higher than normal descent profile. We were 11000 ft MSL approaching ott VOR, arrival procedure calls for 9000 ft MSL crossing ott. Approximately 5 mi prior to ott we were given a descent to cross deale intersection at 6000 ft MSL. When we tried to inform ATC that we would not be able to get down to make the restr, we were unable to get an acknowledgment from ATC on the first 2 attempts. On the 3RD attempt ATC acknowledged and informed us of opposite direction traffic at 2 O'clock. We acknowledged traffic visually acquired, ATC again said to maintain 6000 ft. It was not a near miss but we deployed thrust reversers at 8500 ft MSL to accelerate descent to ensure plenty of vertical separation.

APPROX 5 MI PRIOR TO OTT WE WERE GIVEN A DSCNT TO CROSS DEALE INTXN AT 6000 FT MSL. WHEN WE TRIED TO INFORM ATC THAT WE WOULD NOT BE ABLE TO GET DOWN TO MAKE THE RESTR, WE WERE UNABLE TO GET AN ACKNOWLEDGMENT FROM ATC ON THE FIRST 2 ATTEMPTS. ON THE 3RD ATTEMPT ATC ACKNOWLEDGED AND INFORMED US OF OPPOSITE DIRECTION TFC AT 2 O'CLOCK. WE ACKNOWLEDGED TFC VISUALLY ACQUIRED, ATC AGAIN SAID TO MAINTAIN 6000 FT. IT WAS NOT A NEAR MISS BUT WE DEPLOYED THRUST REVERSERS AT 8500 FT MSL TO ACCELERATE DSCNT TO ENSURE PLENTY OF VERT SEPARATION.
