Narrative:

We were given a clearance to cross holey at or above 11000 ft and cross robinsville at 9000 ft going into ewr. We were on the arrival into ewr at the time. We read back cross holey at or below 11000 ft and cross robinsville at 9000 ft. We were descending through 10000 ft when center asked us to verify that we were at 10000 ft. We did verify and were advised that clearance was at or above 11000 ft not at or below. We were advised this was not a problem, just a surprise to see us at 10000 ft in that area not 11000 ft and to continue our descent to 9000 ft. The clearance should have been cross holey at 11000 ft and expect robinsville at 9000 ft.

WE READ BACK CROSS HOLEY AT OR BELOW 11000 FT AND CROSS ROBINSVILLE AT 9000 FT. WE WERE DSNDING THROUGH 10000 FT WHEN CTR ASKED US TO VERIFY THAT WE WERE AT 10000 FT. WE DID VERIFY AND WERE ADVISED THAT CLRNC WAS AT OR ABOVE 11000 FT NOT AT OR BELOW. WE WERE ADVISED THIS WAS NOT A PROB, JUST A SURPRISE TO SEE US AT 10000 FT IN THAT AREA NOT 11000 FT AND TO CONTINUE OUR DSCNT TO 9000 FT. THE CLRNC SHOULD HAVE BEEN CROSS HOLEY AT 11000 FT AND EXPECT ROBINSVILLE AT 9000 FT.
