Narrative:

Myself, as the flight instructor, accompanied by a student pilot was given a clearance from the johnstown tower for takeoff in aircraft #1 (C152) on runway 23. Before departing on runway 23 I had heard the tower controling 2 other aircraft in the class D airspace. After the takeoff roll we began to climb with our takeoff proceeding through a runway intersection with runway 33/15. We were approximately 30 ft AGL at the intersection when I noticed aircraft #2 (BE55) rolling through the intersection of the runways after an unauthorized landing on runway 15. Upon returning to the johnstown airport approximately 1 hour later, the tower controllers wished to speak with me. The chief controller was apologetic and informed me I had not done anything wrong. During the conversation with the controllers I learned that the pilot in aircraft #2 (BE55) had made 1 initial contact with the tower when the aircraft was approximately 10-15 mi west of the airport. The controllers told me the pilot of aircraft #2 was given the airport advisory but was not cleared to land on any runway. Several mins later, the pilot of aircraft #2 made a runway incursion/landing on runway 15 still without a landing clearance. They also stated to me that they had given the pilot of aircraft #2 a stern lecture about his illegal landing and had recorded the pilot's personal identify, data, etc. The controllers asked if I would like to submit a report to the FAA, which I declined. As I stated to the controllers, since there was no accident I did not feel a need for FAA intervention, however, I would submit this NASA report. I also feel that since aircraft #2 penetrated the class D airspace at johnstown and made the illegal landing on their runway (the controllers working at the time) they should be responsible for any FAA contact. Contributing factors involved in this incident was the controller's pre-occupation with an inbound aircraft that contained a united states congressman and a military general.

Title: INSTRUCTOR PLT WITH STUDENT PLT IN A C152 AT 30 FT ALT ON TKOF SIGHTS ANOTHER ACFT ON LNDG ROLL AT RWY INTXN. PLT OF ACFT #2 LANDED WITHOUT CLRNC.

WE WERE APPROX 30 FT AGL AT THE INTXN WHEN I NOTICED ACFT #2 (BE55) ROLLING THROUGH THE INTXN OF THE RWYS AFTER AN UNAUTH LNDG ON RWY 15. UPON RETURNING TO THE JOHNSTOWN ARPT APPROX 1 HR LATER, THE TWR CTLRS WISHED TO SPEAK WITH ME. THE CHIEF CTLR WAS APOLOGETIC AND INFORMED ME I HAD NOT DONE ANYTHING WRONG. DURING THE CONVERSATION WITH THE CTLRS I LEARNED THAT THE PLT IN ACFT #2 (BE55) HAD MADE 1 INITIAL CONTACT WITH THE TWR WHEN THE ACFT WAS APPROX 10-15 MI W OF THE ARPT. SEVERAL MINS LATER, THE PLT OF ACFT #2 MADE A RWY INCURSION/LNDG ON RWY 15 STILL WITHOUT A LNDG CLRNC. THEY ALSO STATED TO ME THAT THEY HAD GIVEN THE PLT OF ACFT #2 A STERN LECTURE ABOUT HIS ILLEGAL LNDG AND HAD RECORDED THE PLT'S PERSONAL IDENT, DATA, ETC. THE CTLRS ASKED IF I WOULD LIKE TO SUBMIT A RPT TO THE FAA, WHICH I DECLINED. AS I STATED TO THE CTLRS, SINCE THERE WAS NO ACCIDENT I DID NOT FEEL A NEED FOR FAA INTERVENTION, HOWEVER, I WOULD SUBMIT THIS NASA RPT. I ALSO FEEL THAT SINCE ACFT #2 PENETRATED THE CLASS D AIRSPACE AT JOHNSTOWN AND MADE THE ILLEGAL LNDG ON THEIR RWY (THE CTLRS WORKING AT THE TIME) THEY SHOULD BE RESPONSIBLE FOR ANY FAA CONTACT. CONTRIBUTING FACTORS INVOLVED IN THIS INCIDENT WAS THE CTLR'S PRE-OCCUPATION WITH AN INBOUND ACFT THAT CONTAINED A UNITED STATES CONGRESSMAN AND A MIL GENERAL.
