Narrative:

I an the first officer reporting. The captain was the PF. We were with ZDC and I believe the frequency was 133.27 but am unsure. Center gave us descent clearance, descend to FL270, then to FL190 by casanova. I read back the clearance then went off frequency to ATIS. Captain leveled at FL240 thinking that was the clearance limit he had heard. Descended to FL190 after call from center with no further incident. Factors/distrs at the time were: WX, turbulence, and poor ATIS reception.
