Narrative:

North local control was departing runway 32L from intersection T10 with departures. I was working south local and had 2 departures at the full length of runway 32L (these aircraft requested runway 32L full length because of weight). Because runway 32L intersects with runway 27L (I had control of runway 27L with arrs) I (south local) legally have to depart these aircraft after getting control of runway 32L from north local. I coordinated with north local that I had 2 full length runway 32L sbound departures. North local gave me control of runway 32L and a release for both aircraft. Approximately 1 min later I cleared aircraft #1 for takeoff. Seconds later I heard north local clearing someone for takeoff. This caught my attention. I scanned runway 32L and observed aircraft #2 taxiing into position at runway 32L at T10. I yelled to north local that I had control of runway 32L. Her response was surprise. I then immediately aborted takeoff of aircraft #1. Aircraft #1 stopped short of runway 27L, aircraft #2 then taxied across the runway. Procedures exist for transferring control of runways. North local did not follow procedure and apparently forgot that she had given the runway to me. Again there are procedures in place. A memory jogger would have helped, too. We have ways to do this also.

SECONDS LATER I HEARD N LCL CLRING SOMEONE FOR TKOF. THIS CAUGHT MY ATTN. I SCANNED RWY 32L AND OBSERVED ACFT #2 TAXIING INTO POS AT RWY 32L AT T10. I YELLED TO N LCL THAT I HAD CTL OF RWY 32L.
