Narrative:

I had just taken over the local position. A C152 was inbound to runway 36, I placed a C210 into position to hold on runway 36 at golf 1 intersection. The C152 landed on runway 36 at the numbers while the C210 was in position 1400 ft down runway. The C152 had never received a landing clearance. If the C152 would have questioned my actions or reminded me of an aircraft on the runway or asked for landing verification, the event would not have happened. If I would have been more diligent to the situation, then I would have prevented it. No teamwork between the pilot and the controller was established.
