Narrative:

Departed mmpg for kdrt. Unable contact with mmtx center, so contacted kdrt approach to pick up IFR flight plan. They could not find one in their system. They suggested we fly eastbound over the border, and they would provide us radar vectors to kdrt. Prior to departure, we received a facsimile from our flight plan handler. It states that a flight plan was on file. Also, I have a stamped copy of the flight plan which the mexican handler filed for us. I am filing this just in case a violation could be pursued for far 91.703. Flight plans were filed, and copies received from the handler.

Title: WHEN ATTEMPTING TO PICK UP IFR CLRNC AFTER DEPARTING MPG, RPTR WAS UNABLE TO CONTACT MMTX CTR. FLC WAS ABLE TO CONTACT DRT APCH CTLR WHO PROVIDED RADAR VECTORS. RPTR HAD RECEIVED A FAX FLT PLAN FROM FLT PLANNER, SO WHY IT COULDN'T BE FOUND IS NOT KNOWN.

THEY SUGGESTED WE FLY EBOUND OVER THE BORDER, AND THEY WOULD PROVIDE US RADAR VECTORS TO KDRT. PRIOR TO DEP, WE RECEIVED A FAX FROM OUR FLT PLAN HANDLER. IT STATES THAT A FLT PLAN WAS ON FILE. ALSO, I HAVE A STAMPED COPY OF THE FLT PLAN WHICH THE MEXICAN HANDLER FILED FOR US. I AM FILING THIS JUST IN CASE A VIOLATION COULD BE PURSUED FOR FAR 91.703. FLT PLANS WERE FILED, AND COPIES RECEIVED FROM THE HANDLER.
