Narrative:

Descending into phl on the buck 3 arrival. I'm fairly certain that we received clearance to 8000 ft, not a cross bucks at 8000 ft. However, on handoff to approach, there was confusion with the controller as to our clearance. We received our clearance out of 11000 ft to 8000 ft at 12 mi west of bucks. At 300 KTS it's not possible to make bucks at 8000 ft. We crossed bucks at 9800 ft. I'd like to make a suggestion. On all stars, make the crossing restrs bold type and the 'expect' restrs normal type. Rather than now, both are bold.
