Narrative:

Flying from yak to jnu on J541 we were between bergs intersection (ssr 273/39D) and asort intersection (ssr 273/21D). Our last clearance was a pilot discretion descent to 11000 ft. We were level at 11000 ft. The center controller then said 'you are now cleared to the lynns intersection via the transition, no delay expected.' the MEA is 9000 ft however, the 'approach transition' has a 10000 ft restr at the ijdl 30 DME. We began a descent to 10000 ft. At about 10200 ft MSL the controller said maintain 11000 ft. We immediately climbed back to 11000 ft. After a few mins we were cleared for the approach. When the controller handed us over to the tower he said 'thanks for the help.' when the controller said 'you are now cleared to lynns via the transition,' we were under the impression this included altitudes. I believe we were correct. We have been given this clearance many times.

THE CTR CTLR THEN SAID 'YOU ARE NOW CLRED TO THE LYNNS INTXN VIA THE TRANSITION, NO DELAY EXPECTED.' THE MEA IS 9000 FT HOWEVER, THE 'APCH TRANSITION' HAS A 10000 FT RESTR AT THE IJDL 30 DME. WE BEGAN A DSCNT TO 10000 FT. AT ABOUT 10200 FT MSL THE CTLR SAID MAINTAIN 11000 FT. WE IMMEDIATELY CLBED BACK TO 11000 FT. AFTER A FEW MINS WE WERE CLRED FOR THE APCH. WHEN THE CTLR HANDED US OVER TO THE TWR HE SAID 'THANKS FOR THE HELP.' WHEN THE CTLR SAID 'YOU ARE NOW CLRED TO LYNNS VIA THE TRANSITION,' WE WERE UNDER THE IMPRESSION THIS INCLUDED ALTS. I BELIEVE WE WERE CORRECT. WE HAVE BEEN GIVEN THIS CLRNC MANY TIMES.
