Narrative:
During approach to dca, landing gear was extended for landing. Landing gear position lights were inoperative so no positive down and locked indication was observed. A missed approach was made, a manual gear extension and visual confirmation of the gear being down and locked was performed. Flight was diverted to bwi which had better WX and a longer runway. Landing was uneventful.
