Narrative:

Error in readback of descent clearance on descent into msp. ATC apparently cleared us to 11000 ft at canen intersection. Crew understood and readback 10000 ft at canen intersection. ATC controller did not challenge or correct 10000 ft readback. After landing, msp ground relayed message to captain to call ZMP because of a possible conflict with an aircraft at 9000 ft. ATC later confirmed that the ATC controller did not catch the discrepancy in the original altitude assignment/readback response. Recommended corrective action -- change the meinz 7 arrival to expect descent to cross a designated arrival intersection at only one altitude, ie, either 11000 ft or 10000 ft, but not the possibility of both.

Narrative: ERROR IN READBACK OF DSCNT CLRNC ON DSCNT INTO MSP. ATC APPARENTLY CLRED US TO 11000 FT AT CANEN INTXN. CREW UNDERSTOOD AND READBACK 10000 FT AT CANEN INTXN. ATC CTLR DID NOT CHALLENGE OR CORRECT 10000 FT READBACK. AFTER LNDG, MSP GND RELAYED MESSAGE TO CAPT TO CALL ZMP BECAUSE OF A POSSIBLE CONFLICT WITH AN ACFT AT 9000 FT. ATC LATER CONFIRMED THAT THE ATC CTLR DID NOT CATCH THE DISCREPANCY IN THE ORIGINAL ALT ASSIGNMENT/READBACK RESPONSE. RECOMMENDED CORRECTIVE ACTION -- CHANGE THE MEINZ 7 ARR TO EXPECT DSCNT TO CROSS A DESIGNATED ARR INTXN AT ONLY ONE ALT, IE, EITHER 11000 FT OR 10000 FT, BUT NOT THE POSSIBILITY OF BOTH.
