At 1500 ft AGL on final approach to tus runway 11L, received a windshear alert. Performed windshear recovery procedure as per procedure. Diverted to phx due to low fuel. Declared emergency fuel with ZAB. Landed without further incident. Fob phx 3.3 block in. Filed report on mar/wed/04, in error. Thunderstorms were not in forecast and no alternate was required.
