Narrative:

Coming into ellington field on an ILS, I broke out 1000 ft scattered, visibility 4 mi. Asked for SVFR to wolf. Approaching wolfe airpark (3ta1) could not maintain VFR. Asked controller for vectors and possible IFR back into system. He was extremely busy and gave vectors to clover airfield (friendswood, tx). We had to fly lower than anticipated in order to remain VFR. At clover phoned ellington tower and explained chain of events. Poor judgement was made when I did not land at ellington. The WX rolled in from the gulf at an extremely fast rate and visibility was poor.
