Narrative:

While providing OJT instruction on north departure/south departure the following occurred: both aircraft on same route climbing to same altitude. Coordination was made with ZDC for small aircraft Y to remain at 9000' and air carrier X to climb to 10000'. We failed to climb air carrier X to 10000', and he was left at 9000'. The 2 aircraft were switched to ZDC by deviation west/O resolving the conflict. I instructed deviation to call ZDC and climb air carrier X.
