Narrative:

Aircraft #1 descending to FL220 called on frequency, simultaneous to aircraft #2 being displayed only (no verbal coordination) on my scope. I expedited aircraft #1 to vacate FL230 within 1 min. Aircraft #1 complied, the aircraft #2 continued to descend thus losing separation with aircraft #1. Charged me with operational error although per 7110.65 verbal coordination was never done! If verbal coordination would have been established by transferring controller, then aircraft would have been referenced each other and control actions to separate them! Supplemental information from acn 335106: I was working air carrier Y and put a (point out) on another sector, got busy and did not verbally call on point out. Controller in another sector saw aircraft on his scope and still ran another aircraft closer than the minimum separation needed.

SUPPLEMENTAL INFO FROM ACN 335106: I WAS WORKING ACR Y AND PUT A (POINT OUT) ON ANOTHER SECTOR, GOT BUSY AND DID NOT VERBALLY CALL ON POINT OUT. CTLR IN ANOTHER SECTOR SAW ACFT ON HIS SCOPE AND STILL RAN ANOTHER ACFT CLOSER THAN THE MINIMUM SEPARATION NEEDED.
