Narrative:
Aircraft cleared for milton 9 arrival, to cross marrc intersection at FL190. Aircraft crossed marrc at FL230 descending. PF was briefing approach to runway 22 with vertical speed down 1500 ft, due to length of approach brief, due to poor WX at lga, PF never selected VNAV. Aircraft crossed marrc at FL230 descending 6000 FPM.
