Narrative:

Flight cleared by ZBW to cross 25 northeast of jfk at FL240. Captain failed to initiate descent in timely manner resulting in failure to meet restr. No traffic conflicts were apparent on TCASII or pointed out by ZBW. When ZBW noticed failure to meet crossing restr they cleared flight to FL230. It seemed they attempted to remove restr but flight was beyond crossing restr point. Obviously captain (PF) lost situational awareness, and I (first officer, PNF) failed to back up captain (PF). Solution: maintain situational awareness. Realize importance of situational awareness, especially in regards to a crossing restr that may be initiated some time after clearance received.

Title: FLC OF AN MLG FAILED TO MAKE DSCNT XING ALT RESTR, RESULTING ATC INTERVENTION AND AN ADDITIONAL DSCNT INSTRUCTION.

Narrative: FLT CLRED BY ZBW TO CROSS 25 NE OF JFK AT FL240. CAPT FAILED TO INITIATE DSCNT IN TIMELY MANNER RESULTING IN FAILURE TO MEET RESTR. NO TFC CONFLICTS WERE APPARENT ON TCASII OR POINTED OUT BY ZBW. WHEN ZBW NOTICED FAILURE TO MEET XING RESTR THEY CLRED FLT TO FL230. IT SEEMED THEY ATTEMPTED TO REMOVE RESTR BUT FLT WAS BEYOND XING RESTR POINT. OBVIOUSLY CAPT (PF) LOST SITUATIONAL AWARENESS, AND I (FO, PNF) FAILED TO BACK UP CAPT (PF). SOLUTION: MAINTAIN SITUATIONAL AWARENESS. REALIZE IMPORTANCE OF SITUATIONAL AWARENESS, ESPECIALLY IN REGARDS TO A XING RESTR THAT MAY BE INITIATED SOME TIME AFTER CLRNC RECEIVED.
