Narrative:

Air carrier X was cleared to taxi to runway 28L. The pilot taxied beyond taxiway D and onto runway 23. There was no conflicting traffic. This has occurred to me at least 3 times in the last 5 weeks. If it is happening to me this often, imagine how often it must be happening. I am also aware of 2 instances where an aircraft attempted takeoff on runway 23, thinking they were on runway 28L. There is confusion with the signage in this area.

Title: CTLR RPTED AN ACR WENT PAST THE HOLD LINE FOR THE CLRNC RWY AND ONTO THE INTERSECTING RWY. THE HOLD LINES ARE COMMON FOR THE 2 INTERSECTING RWYS.

Narrative: ACR X WAS CLRED TO TAXI TO RWY 28L. THE PLT TAXIED BEYOND TXWY D AND ONTO RWY 23. THERE WAS NO CONFLICTING TFC. THIS HAS OCCURRED TO ME AT LEAST 3 TIMES IN THE LAST 5 WKS. IF IT IS HAPPENING TO ME THIS OFTEN, IMAGINE HOW OFTEN IT MUST BE HAPPENING. I AM ALSO AWARE OF 2 INSTANCES WHERE AN ACFT ATTEMPTED TKOF ON RWY 23, THINKING THEY WERE ON RWY 28L. THERE IS CONFUSION WITH THE SIGNAGE IN THIS AREA.
